HEIGHTS POLICE DEPARTMENT TECHNOLOGY DEMONSTRATIONS
&
SPEAKING ENGAGEMENTS |

Richard
T. Hartnett, is the Information Technology (IT) for
the Berwyn
Heights Police Department, has been asked to give demonstrations
and/or talks
regarding the progressive methods that this agency is utilizing to
make the
individual police officer's job more productive and efficient.
The following was a partial list of those events:
June
11, 2003: District Court Headquarters -
Annapolis, Maryland. Demonstration of
the Computerized
Maryland State Traffic Citation to Chief Judge Vaughn, Joan Baer, and various
other members of
the Court & the Maryland Automated Traffic Citation System. (M.A.T.S.)
July
9, 2003: - District Court Training Center - Annapolis, Maryland.
Demonstration of the
Computerized
Maryland State Traffic Citation to the Maryland State Tri-Agency
Traffic &
Safety Committee. In attendance was MVA Administrator Anne
Ferro, Lt. Bell,
Tom Steele and
Greg Presbury of the Maryland State Police - Technical Services Division,
Chief Judge
Vaughn, and various other Police Chiefs, Sheriffs, and members of the committee.
Corporal
Hartnett was the featured speaker.
July 18,
2003: Maryland Municipal Information Technology
Awareness Committee Meeting -
Easton Town,
Easton, MD. Demonstration of the Computerized Maryland
State Traffic Citation,
as well as all
other aspects of the Mobile Data Terminal Program used by the Berwyn Heights
Police
Department. Also demonstrated was new software being tested by
the BHPD called
"Virtual
Partner." This software, manufactured by Advanced
Public Safety of Boca Raton, FL.,
actually
"reads out loud" the critical information returned by the
mobile data terminals, and
immediately alerts
officers to Wanted Persons, Suspended Driver's Licenses, etc., thus allowing
the officer to get
the important information without having to look down at the computer screen.
This is
important because many police car accidents have occurred while
officers were
trying to
read the computer screen, and drive at the same time. In
addition, an officer
can spend more
time concentrating on the violator or suspect, and less time trying
to "sift"
through the
enormous and congested amount of information that comes across the MDT.

the software to work with the MILES system,
and is now a
representative of the company. Please contact him if you are

July
23 & 24, 2003: U.S.
Law Enforcement Expo - DC Convention Center, Washington, DC.
Corporal Hartnett
was the featured speaker both days at at class entitled:
"Increasing the Safety &
Effectiveness of
Mobile Computers." The class was attended by Federal,
State and Local
law enforcement
personnel from around the country. There were many other
featured speakers
throughout the
2-day Expo, including Radio Personality G.
Gordon Liddy, and
Bill
O'Reilly of the Fox TV Show - "The O'Reilly Factor."
August
15,
2003: Laurel Police Department - Laurel,
Maryland. Demonstration of the
Computerized
Maryland State Traffic Citation, as well as all other aspects of the
Mobile Data Terminal
Program used by
the Berwyn Heights Police Department, including the Virtual Partner Software.
September
26,
2004:
P.G.
Chief's of Police Meeting - Landover Hills, MD.
Gave short talk
about the
Electronic Traffic Citation Program and its impact on the mandate to
collect Racial
Profiling
Information in the State of Maryland. A demo cruiser was set up
in the parking lot to
allow the chiefs
to see the Electronic Citation Program in action.
March
8, 2005: Corporal Hartnett is asked by Diane
Pawlowicz, the Assistant Chief Clerk of
the Maryland
District Court, to be a member of the Committee assigned to develop a
Uniform
Statewide Electronic Citation Program.
The request comes
as the Berwyn Heights Police Department is currently the only
police department
in the state with a working computerized traffic citation program in
place, and
operates it under a "pilot program" authority granted by
the District Court
and Chief Judge
James Vaughn in July of 2003.
June
27, 2005:
Maryland
Municipal League 2005 Convention - Ocean City, MD. -
Corporal Hartnett
will be giving a lecture on the laws regarging Mopeds, Scooters and
Motorized Skateboards.
January
16,
2006 - New
Carrollton Police Department - New Carrollton, MD.
The newly created
NCPD (a new police department formed in November of 2005) asked
for a
demonstration of the Berwyn Heights Police Department's electronic
forms and
mobile computer
system. They are now using the BHPD system for their police reports,
and their Racial
Profiling Data is collected electronically on the Berwyn Heights Police
Department's Web
Application Server.
February
21,
2006 - Charles
County Sheriff's Department - LaPlata, MD.
The Charles County
Sheriff's Department, which recently purchased 300 Mobile Data
Terminals for use
in it's squad cars, requested a demonstration of the Berwyn Heights
Police
Department's mobile computer system, particularly the agency's unique method
of collecting
Racial Profiling Data and issuing Electronic Traffic Citations.
